New Bedford is a coastal city of about 95,000 that was a 19th-century whaling capital. At the turn of the 20th century, this building was a police precinct in what was then a German working-class neighborhood called Over-the-Rhine (because it was separated by a canal from downtown Cincinnati, just to the south). OTR, as the area is known, has since undergone substantial redevelopment.
